Who is David Crowell?

Meet David Crowell

I’m David Crowell, and I’m running for Justice of the Peace District 7. My wife Jill and I have lived and raised our family here for nearly 50 years. We have a son, a daughter and son-in-law with two grandsons who keep us happily busy.

Scouting Volunteer

For more than two decades, our family has been deeply involved in Scouting. I’ve served as a Cubmaster, Scoutmaster, and now as committee chair for three Scout units. I’m committed to helping young people experience the outdoors, serve their community, and grow into the leaders our county will rely on in the years ahead. 

Why am I running?

More in Common

Most of us want the same basic things: safe neighborhoods, affordable housing, access to healthcare where decisions stay between patient and provider, and a local government that respects our rights and uses our tax dollars responsibly.

I’m running because I believe our community has more in common than what we’re told. We deserve a Justice of the Peace who listens first, stays grounded in real‑world concerns, and works for practical solutions instead of political noise.

My Priorities

Responsive Representation

Sebastian County deserves responsive representation. Many members of the Republican‑controlled Quorum Court have held their seats for multiple election cycles, and it’s time to ensure every voice is heard. Our Justice of the Peace should be accountable to all residents and attentive to the full range of community needs and views.

Stopping the Housing Speculation Cycle

Corporate investors are buying homes in Sebastian County and renting them out at prices many working families can’t afford. This drives up property values, pushes local buyers out of the market, and contributes to rising property taxes. I want to help stop this cycle so housing stays within reach for the people who live here.

Protecting Constitutional Rights

I’m concerned by the news from Minneapolis and other parts of the country showing federal actions that are eroding our constitutional rights. The new Sebastian County sheriff will have my full support in doing a difficult and demanding job. I will work with the sheriff to ensure the constitutional freedoms of every Sebastian County resident are protected.

Accountability for the Parrot Island Waterslides

The unfinished waterslides at Parrot Island have sat idle for a couple years. The idea to buy the slides came from the park’s private operator, which promoted the slides as a bargain and stood to gain from the extra revenue they would generate, but they took no responsibility for building, installing, or maintaining them. That left the city and county to absorb the full cost — including millions more in overruns — while the slides remained unused.  As your Justice of the Peace, I will push for clear accountability in public‑private partnerships, transparent contracts, and responsible stewardship of taxpayer dollars. We should never again end up in a situation where a private operator gets the upside while the public is left holding the bill.

What is a Justice of the Peace?

A JP is your representative to Sebastian County

 

Sebastian County is governed by a quorum court, and the members of the quorum court are called justices of the peace. They are chosen by the voters of their county in the general election in November of every even-numbered year. 


The role of justice of the peace is similar to that of a county commissioner in other states. JPs are the legislative branch of county government and are responsible for assisting the County Judge in levying the county taxes and making appropriations for the county's expenses. 


JP District 7 is located in West Central Fort Smith. Neighborhoods include those on Towson Ave. from South U to Zero Street, Jenny Lind from South T to Phoenix, Old Greenwood from South O to Phoenix, then Hendricks Blvd. from South P to Gary.
